The main and important aspects of the present study that deals with the comparative analysis of the financial performance of the Decentralized Autonomous Governments of the Rural Parishes of San Lorenzo, Santiago and San Sebastián are determined by the review and analysis of budgets, accounting and financial reports processed And issued by the GADS of each parish, in addition to the accountability where the implementation of the projects are contained in the strategic plans with their respective investments. The collaboration the presentation of documents that support the management undertaken jointly with the Directive and the community in general, the latter through the indications of places where improvements were made by the parish GAD. We analyze the background with workshops, work tables in which the residents (from each parish in each sector) contributed greatly to the formation of working documents with their respective programs and projects, which were finally consolidated in the exhibition A myriad of needs that manifested in the communities. These inputs served for the GAD to undertake the formation of the participatory budget and from there to submit to the governing bodies as set by COOTAD, SENPLADES, GAD at canton and provincial level and of course the Ministry of Encomy and Finance . The execution of these management tools corresponded to its directors as representatives of the Parish, the analysis and behavior of financial performance is consolidated, made and presented in the results, demonstrating with this the fulfillment of the general objective. The methodology used is descriptive with its means, the formulation of a question, the operationalization of the variables, the application of the technique that allowed to collect information and its processing, the qualitative analysis of the data and the structuring of the final report.
Los aspectos importantes y principales del presente estudio que trata del análisis comparativo en el desempeño financiero de los Gobiernos Autónomos Descentralizados de las Parroquias Rurales de San Lorenzo, Santiago y San Sebastián están determinados de la revisión y análisis de los presupuestos, informes contables y financieros procesados y emitidos por los GADS de cada parroquia, además de las rendiciones de cuentas en donde se encuentran la ejecución de los proyectos constantes en los planes estratégicos con sus respectivas inversiones. La colaboración de la presentación de documentos que abalizan la gestión emprendida en conjunto con la Directiva y la comunidad en general, esta última a través de las indicaciones de lugares donde se efectuaron mejoras por parte GAD parroquial. Se analizan los antecedentes con talleres de trabajo, mesas de trabajo en las cuales los moradores (de cada parroquia en cada sector) aportaron enormemente para la conformación de documentos de trabajo con sus respectivos programas y proyectos, que en definitiva iban consolidándose en la exposición de un sinnúmero de necesidades que se manifestaban en las comunidades. Estos insumos sirvieron para que el GAD emprenda en la formación del presupuesto participativo y desde allí presentar a los organismos rectores tal y como lo establece el COOTAD y la SENPLADES. La ejecución corresponde a sus directivos como representantes de la Parroquia, el análisis y comportamiento del desempeño financiero está consolidado, efectuado y presentado en los resultados, demostrando con ello el cumplimiento del objetivo general. La metodología utilizada es de tipo descriptiva con sus medios, la formulación de una pregunta, la operacionalizacion de las variables, la aplicación de la técnica que permitió recopilar información y su procesamiento, el análisis cualitativo de los datos y la estructuración del informe final.
