The multiple urban and rural disasters occurred in Ecuador linked to the intense rains that caused floods that affected the country during 2008 and 2014 made it clear that in the country have not been implemented enough reaction and planning tools in front of an event of this magnitude that affected to the majority of cantons along the main tributaries, which highlights floods such as, overflows of the Bulubulo River, Yaguachi, Babahoyo and several of its tributaries affecting neighboring municipalities. The city of Guaranda is located in the foothills of the Western Cordillera, which with intense rains has been affected by flood events generated by runoff that cause floods in the avenues of rivers due to its irregular topography, some historical events have been presented, Thus, on the banks of the Guaranda River, there are floods that put the population at risk, infrastructure. Based on the evaluation study of the Flood Hazard within the project "Methodologies for risk analysis (earthquakes, landslides and floods) for the city of Guaranda"; which was executed by the State University of Bolívar - UEB, with funds from the "II Call for Projects of Scientific Research, Technological Development and Innovation, with Own Funds", where it determines the zones and levels of flooding by torrential floods in the city of Guaranda through the application of the hydrological method for calculating maximum flows for return periods of 50, 100 and 500 years for the microbasin of the Illangama - Guaranda River, and the application of the rational method and hydraulic modeling HEC-HMS HEC-RAS; it has allowed to obtain drafts (height of sheet of water), speed and extension for the aforementioned return time; These results of the modeling, zones and flood threat levels were established in the river of the urban area. In the study mentioned above in one of the recommendations says: "In areas of susceptibility to flooding by torrential floods on the banks of the Guaranda River, it would be recommended to carry out physical protection works such as dams, retaining walls, maintenance actions; permanent sewage cleaning, as well as ordinances for land use, which could be declared as protection zones or build linear parks, on the banks of the river at high levels ". The research serves as a starting point to know, identify and obtain an analysis of the problems in public and private areas of the banks of the Guaranda river that crosses the urban area affected by floods of flood type, as well as the lack of an adequate management for order this territory and generate recreational spaces, the idea of developing a linear Park is proposed to solve this problem that is shown in the sector, which will benefit the population of the canton and its inhabitants. The present work has as purpose to give alternatives of management of the river banks in flood danger zones, reason for which the area of the urban area has been taken as a reference in a length of 2.5 km where during the last years there have been flood problems. This is the reason why the present study "INTEGRAL HANDLING OF THE RIVER GUARANDA URBAN AREA 2.5 KM TO MITIGATE THE RISK OF FLOODING", will have the objective of integral management of the Guaranda River urban area and the implementation of works and mitigation of the risk of flood through the implementation of public infrastructure that generates planning tools for the incorporation into the PDOT, plan of territorial ordering of the city, in this way contributes to citizen security and the process of good living in the territory
Los múltiples desastres urbanos y rurales ocurridos en ecuador vinculados con las intensas lluvias que ocasionaron inundaciones que afectaron al país durante 2008 y 2014 dejaron claro que en el país no se han implementado suficientes herramientas de reacción y planeación frente a un evento de esta magnitud que afectaron a la mayoría de cantones a lo largo de los principales afluentes, en las que se destaca inundaciones como, desbordamientos del Rio Bulubulo, Yaguachi, Babahoyo y varios de sus afluentes afectando a municipios aledaños. La ciudad de Guaranda está localizada en las estribaciones de la Cordillera Occidental, que con las intensas lluvias se ha visto afectada por eventos de inundación generados por escorrentías que provocan crecidas en las avenidas de los ríos por su topografía irregular se han presentado algunos eventos históricos, es así que en los márgenes del río Guaranda, se presentan crecidas que ponen en riesgo a la población, infraestructura. Basados en el estudio de evaluación de la Amenaza de Inundación dentro del proyecto “Metodologías para el análisis de riesgos (sismos, deslizamientos e inundaciones) para la ciudad de Guaranda”; que fue ejecutado por la Universidad Estatal de Bolívar - UEB, con fondos de la “II Convocatoria de Proyectos de Investigación Científica, Desarrollo Tecnológico e Innovación, con Fondos Propios”, en donde determina las zonas y niveles de inundación por crecidas torrenciales en el ciudad de Guaranda mediante la aplicación del método hidrológico para cálculo de caudales máximos para períodos de retorno de 50, 100 y 500 años para la microcuenca del río Illangama – Guaranda, y la aplicación del método racional y modelamiento hidráulico HEC-HMS HEC-RAS; ha permitido obtener calados (altura de lámina de agua), velocidad y extensión para los tiempo de retorno mencionados anteriormente; estos resultados del modelamiento, se establecieron las zonas y niveles de amenaza de inundación en el río de la zona urbana. En el estudio antes mencionado en unas de las recomendaciones dice: XI “En zonas de susceptibilidad a inundaciones por crecidas torrenciales en los márgenes del río Guaranda, se recomendaría se realicen obras físicas de protección como diques, muros de contención, acciones de mantenimiento; limpieza permanente de alcantarillados, así como ordenanzas para uso de suelo, que podrían declararse como zonas de protección o construir parques lineales, en los márgenes del río en los niveles alto”. La investigación sirve de punto de partida para conocer, identificar y obtener un análisis de la problemática en áreas públicas y privadas de las riveras del rio Guaranda que atraviesa la zona urbana afectadas por inundaciones de tipo crecidas, así como la falta de un manejo adecuado para ordenar este territorio y generar espacios recreativos, se proyecta la idea de desarrollar un Parque lineal para solucionar este problema que se muestra en el sector, el cual beneficiará a la población del cantón y a sus habitantes. El presente trabajo tiene como finalidad dar alternativas de manejo de las riveras del rio en zonas de peligro de inundaciones, razón por la cual se ha tomado como referencia el área de que atraviesa la zona urbana en una longitud de 2.5 Km donde durante los últimos años se han presentado problemas de inundación. Razón por la cual el presente estudio "MANEJO INTEGRAL DE LADERAS DEL RIO GUARANDA ZONA URBANA 2.5 KM PARA MITIGAR EL RIESGO DE INUNDACIÓN", tendrá como objetivo manejo integral de laderas del rio Guaranda zona urbana y la implantación de obras y la mitigación del riesgo de inundación a través de la implementación de infraestructura pública que genere herramientas de planificación para la incorporación en el PDOT, plan de ordenamiento territorial de la ciudad, de esta manera contribuya a la seguridad ciudadana y el proceso del buen vivir en el territorio
