From 11S, new threats were integrated into the political agenda. The goal of inclusion is to make available to the defense all the resources of the state, in order to counter the threat. However, the present work aims to demonstrate that the Securitization presents problems in practice; for example, it will not counteract the threat, but it causes additional problems. This is basically due to the Securitization facilitates and legitimizes the use of legal and illegal coercive measures that encourage infringement to international instruments such as the International Law, International Humanitarian Law and Human Rights. On the other hand, the constructivist nature of "security" generates ad hoc concepts; and any threat can be included on the agenda of national security; and issues that can be addressed politically are militarized. For this analysis it was necessary to use statistical and descriptive data (such as policies implemented) to prove the hypothesis posed.
A partir del 11S, se integraron a las agendas estratégicas de defensa de cada Estado amenazas, no consideradas como tales antes de estas fechas. La inclusión tiene por objetivo poner a disposición de la defensa todo el aparato y recursos estatales a fin de contrarrestar la amenaza. Sin embargo, el presente trabajo tiene por objetivo demostrar que la Securitización presenta problemas en la práctica, es decir, no contrarresta la amenaza establecida, si no que genera problemas adicionales. Esto se debe básicamente, a que la Securitización facilita y legitima el uso de medidas coercitivas legales e ilegales que propician la violación a Instrumentos Internacionales como el Derecho Internacional, Derecho Internacional Humanitario y Derechos Humanos. Por otro lado, la naturaleza constructivista de “seguridad” hace que se generen conceptos ad hoc y que cualquier amenaza sea incluida en la agenda de seguridad nacional; y temas que pueden ser tratados políticamente se militarizan. Para este análisis fue necesaria la utilización de datos estadísticos y descriptivos (como políticas implementadas) para demostrarlo.
