Diseño de un Sistema de Gestión en Seguridad y Salud en el trabajo para la República del Perú

This work presents the design of a safety management system and Occupational Health of the Republic of Peru, extending from the review of international standards: International Labour Organization, ILO and the Andean Community, CAN, to understand the importance of national laws. The study is justified because the statistics of accidents, deaths or illnesses maintain a monthly frequency higher than 1000 cases reported in the country and each year there is an increase. A literature review of occupational safety and health was done, then the current regulations for a total of 78 laws passed until now was collected. The methodology to be applied for the development of the proposal stating the justification, tools used and participants were identified. The proposal involves the development of a matrix that consists of 78 existing laws led No. 29783 Act, which was the disaggregated by items and literal to add a weighting and locate the right items each laws according to their relationship. Comparison of SGSS Andean model Ecuador, Colombia and Peru, showed that Peru has the lowest system since there is a defragmentation laws that cause ignorance and is therefore creating a software that facilitates the management of the proposed information.
El presente trabajo de investigación trata del diseño de un sistema de gestión de seguridad y salud en el trabajo de la República de Perú, que parte desde la revisión de la normativa internacional: Organización Internacional del Trabajo, OIT y la Comunidad Andina CAN, para comprender la importancia de las leyes nacionales. El estudio se justifica ya que las estadísticas de accidentes de trabajo, muertes o enfermedades mantienen una frecuencia mensual superior a 1000 casos reportados en el país y en el que cada año se observa un incremento. Se efectuó una revisión bibliográfica de la seguridad y salud ocupacional, posteriormente se recopiló la normativa vigente que suma un total de 78 leyes aprobadas hasta la actualidad. Se identificó la metodología que se aplicó para el desarrollo de la propuesta señalando la justificación, herramientas utilizadas y los participantes. La propuesta consiste en la elaboración de una matriz que se compone de las 78 leyes vigentes encabezada por la Ley Nº 29783, a la cual se la desagregó por artículos y literales para agregar una ponderación y ubicar a la derecha los artículos de cada una de las leyes de acuerdo a su relación. La comparación del SGSS del modelo Andino con Ecuador, Colombia y Perú, mostró que Perú tiene el sistema más bajo puesto que existe una desfragmentación de leyes que provocan el desconocimiento y por tal motivo se propone la creación de un software que facilite el manejo de la información.
