Estandarización del proyecto de implementación del sistema de gestión de seguridad y salud en el trabajo para las instituciones públicas del Ecuador

Currently government institutions do not have an integrated safety and health management system in place, nor certified professionals to manage it, leaving this responsibility to the human resource department. That is the reason why we are going to analyze the process of implementing a system to manage the safety and health of the workforce in the government agencies, based on the SART system. The SART system will be used as the management model, then the requirements will be verified against the activities for ensuring compliance, and finally project management tools will be applied too for standardizing the implementation process in public institutions. In order to verify timelines, cost and quality involved during the implementation and standardization process, several government agencies currently using or in the process of implementing their safety and health management system will also be used as benchmarking. As part of the project, high project management concepts such as PMI and Prince will be used to track the time and resources involved during the implementation, as well as the team responsible for the correct execution.
Las Instituciones del Sector Público no manejan una gestión integrada de seguridad industrial y salud ocupacional, ni tampoco cuenta con profesionales certificados para el manejo de la misma, dejando así esta atribución al departamento de Talento Humano. Es por eso que se va a realizar el análisis del proceso de implementación de un sistema de gestión de seguridad y salud en el trabajo estándar para las instituciones públicas utilizando los elementos del Sistema de Auditorías de Riesgos del Trabajo (SART) basados en el Reglamento del Instrumento Andino de Seguridad y Salud en el Trabajo. Resolución 957. Se utilizará el SART como el modelo a cumplir del sistema de gestión de seguridad y salud en el trabajo, se describirá a nivel de actividades lo que se debe cumplir para implementar el sistema, y se utilizarán herramientas de gestión de proyectos para estandarizar la implementación en las instituciones públicas. Se va a analizar varias instituciones que tienen ya implementado un sistema de gestión de seguridad y salud en el trabajo como también otras instituciones que están implementándolo para poder analizar tiempos, costos y calidad que se debe manejar durante la implementación del sistema de gestión y así poder estandarizar estos criterios dentro de todas las instituciones.
