Caricatura en Ecuador Chilling-effect tras la sanción de la Supercom a "Bonil" y El Universo

This text intends to show whether the sanction against cartoonist Xavier Bonilla ‘Bonil’ and El Universo newspaper, signed on 31 January 2014 produced a chilling effect in how Ecuadorian cartoonists draw cartoons. The sanction was signed by the Information and Communications Superintendence (Supercom) against a backdrop of continuous friction between Rafael Correa’s Government and private media in Ecuador. The text gives an internationally-accepted definition for ‘political cartoon’ and for ‘chilling effect’, and it describes the context in which the sanction was signed. For the analysis, 83 cartoons from three newspapers were monitored and analyzed during the month following the February 23th elections in Ecuador. The results show there is no chilling effect influencing how cartoonists draw cartoons or how they choose what to draw. Afterwards, another analysis was developed during the same month, in 2015, proving small changes in the tendencies of cartoonists. This work includes a radio reportage about humor and its complex context in Ecuador. As well, it includes an edition of Enfoque, with sections addressing the topic of Political Cartoons, as history, a profile, analysis and cases at the international level.
Este texto, escrito en 2014, tiene como objetivo determinar si la sanción contra el caricaturista Xavier Bonilla ‘Bonil’ y el diario El Universo, firmada el 31 de enero de 2014, produjo un chilling effect en la forma como tres caricaturistas ecuatorianos dibujan caricaturas. La sanción, ordenada por la Superintendencia de la Información y Comunicación (Supercom), se aprobó en un contexto de continuos roces entre el Gobierno de Rafael Correa y los medios de comunicación privados. El texto brinda una definición aceptada internacionalmente de ‘caricatura política’ así como también de ‘chilling effect’ y describe el contexto en el que se desarrolló la sanción. Para el análisis se monitoreó 83 caricaturas de tres medios impresos durante el mes posterior a las elecciones seccionales del 23 de febrero, en 2014, y se comprobó que no existe un chilling effect a la hora de determinar características de las caricaturas o de escoger personajes para caricaturizar. Luego se monitoreó durante un mes en la misma fecha, en 2015, comprobando ligeros cambios en la tendencia de los caricaturistas. Este trabajo incluye un reportaje radial sobre el humor y su contexto complejo, y un ejemplar de Enfoque con Historia, Análisis, Perfil y Casos a nivel internacional sobre la caricatura política.
