This thesis has the purpose of showing the extent and the effects of the introduction of the progressiveness principle as the guide of the national tributary regime, in the Ecuadorian Constitution of 2008. The principles that lead the tributary regime complement and balance each other, since neither of them secluded could accomplish their objectives. Even though, the progressiveness principle has notable connotations, they have a substantial significance in the tributary system in general than in each tribute in particular. To accomplish a deep study of the progressiveness principle, this thesis presents the tributary principles that represent the basic antecedent for its function and performance. Otherwise, it has been examined its implication in the tributary system and in the tributes, rates and special contributions.
La presente tesina tiene la finalidad de exponer el alcance y los efectos de la introducción del principio de progresividad en la Constitución 2008, como uno rector del régimen tributario nacional. Los principios que rigen el sistema tributario se complementan y perfeccionan entre sí, por lo que ninguno de ellos, aislado, podrá cumplir con sus fines. Sin embargo, el principio de progresividad tiene unas connotaciones muy especiales, pero que poseen un valor más fuerte en el sistema tributario en general que en cada tributo en particular. Para lograr estudiar a profundidad el principio de progresividad, hemos analizado los principios tributarios que representan el antecedente básico para su funcionamiento y labor. Al mismo tiempo se han examinado las connotaciones no sólo en el sistema tributario, sino también, en tributos, tasas y contribuciones especiales.
