Fortalecimiento del presidencialismo en el Ecuador y gobernabilidad: una alternativa a la forma de gobierno

The presidential form of government has been adopted by Ecuador since its birth as a republican country; nevertheless the latest Constitutions of this country have increased the power of the President. Therefore, since 1979, Ecuador has been immersed in a struggle for power between the Executive and the Legislative branches. The consequence of this battle has been an institutional crisis and also lack of govern ability. In order to solve the problems caused by this form of government in Ecuador, I propose the adoption of another form, which is a semi presidential one, in which the Executive branch is divided between a Chief of State and Head of Government who is politically responsible before the Congress. Therefore, the Executive and Legislative branches will have to collaborate in order to achieve govern ability. Another consequence is that there would not be a rigid separation between the said branches and that will encourage long term government policies.
La forma de gobierno presidencial ha sido una constante en la vida republicana del Ecuador, sin embargo las últimas Constituciones de nuestro país han incrementado el poder del Presidente, lo que desde 1979 se ha traducido en una pugna de poderes entre el Ejecutivo y el Legislativo, lo que trae como consecuencia la crisis institucional y de gobernabilidad. A fin de solucionar los problemas ocasionados por el presidencialismo exacerbado en Ecuador, propongo la adopción de un modelo de gobierno semipresidencial, por el cual el poder del Ejecutivo se divida en un Jefe de Estado y un Jefe de Gobierno que sea políticamente responsable ante el Congreso, logrando de esta manera una colaboración entre los poderes para el gobierno, y no una separación rígida que no permite la creación de políticas de gobierno a largo plazo.
