Description

Prevention of risks in Labor Security and Health has a vital importance in companies, and further more in the oil industry, which is a highly risky industry, present valid standards are very ample and clear in its regulations, resolutions, procedures, and legal instructions to comply. In our society people still lack of a culture in job Security and health at work, but the Institute of Social Security through its Department of Labor Risks is in charge of the inspection of companies in the implementation of a system that allows the development of a modern security and health management system in accordance with valid standards. In the Unit Block 15 there is a high commitment with labor security and health, which allows to easily diagnose the security and health management system implemented. For the development of the Primary Diagnosis of the Health and Security System of the unit 15 based on Modelo Ecuador. First a preliminary disgnosis of the unit block 15 was done; afterwards a survey was effected by means of the use of a matrix of verification of Modelo Ecuador, which is the term of reference, to present the Diagnostic, and with the results obtained, after having applied the said matrix ,have identified in three levels administrative management, technical management and human resources management, including relevant operative processes and their condition facing the model under study; which let us do a SWOT analysis of the present situation of health and security of unit block 15, and at the same time of the results obtained, in percentages of accomplishment of the matrix for all levels and at a global range, it is concluded that the technical management is the weak point of the system based on all the information gathered , which represents the initial stae of Modelo Ecuador in connection with the valid Security and Health System of Unit Block 15.
La prevención de riesgos en Seguridad y salud en el trabajo es de vital importancia en las organizaciones y peor aún en la industria petrolera, que es de alto riesgo en todos sus niveles; la normativa vigente es muy amplia y clara en reglamentos, resoluciones, procedimientos, instructivos de cumplimiento legal. En nuestro medio la gente todavía carece de cultura en Seguridad y salud en el trabajo, pero el Instituto de Seguridad Social, con su división la Dirección de Riesgos del Trabajo, se está encargando de verificar en las empresas la implementación de un sistema que permita desarrollar gestión de seguridad y salud moderna acorde a la normativa vigente. En la Unidad Bloque 15 se tiene un alto compromiso con la seguridad y salud en el trabajo lo que facilita poder diagnosticar muy fácilmente el sistema de gestión en seguridad y salud implementado. Para el desarrollo del Diagnóstico inicial del sistema de seguridad y salud de la Unidad bloque 15, en base al Modelo Ecuador. Primero se realizó un diagnostico preliminar de la unidad bloque 15; posterior a eso se realizó una valoración mediante una matriz de verificación del Modelo Ecuador, que es el referente, con el que se Diagnostico y mediante los resultados obtenidos, luego de correr esa matriz, tener identificados en los tres niveles gestión administrativa, gestión técnica y gestión del talento humano e incluido procesos operativos relevantes el estado de los mismos respecto al modelo en estudio; que nos permitió hacer un análisis FODA de la situación actual de seguridad y salud de la Unidad bloque 15 y a la vez de los resultados obtenidos, en porcentajes de cumplimiento de la matriz para todos los niveles y a nivel global, se saca como conclusión principal que la gestión técnica es él talón de Aquiles del Sistema en base a toda la información diagnosticada, que representa el estado inicial del Modelo Ecuador respecto al sistema de Seguridad y Salud vigente en la Unidad Bloque 15.
