Ecuador has a big challenge facing the HIV / AIDS epidemic that must be undertaken with firmness and decision. In June 2001, one hundred eighty-nine countries adopted the Declaration of Commitment against HIV / AIDS, to achieve the Millennium Development goal: halt and begin to reverse the course of this epidemic that has increased by 836% in recent years. HIV AIDS is not a problem for health but also for development and governance that affect the country's social structure, hence the importance of an effective response to the epidemic. This thesis propose something new and innovative in Ecuador as it is the implementation of the counseling centers on HIV / AIDS voluntary testing in 6 centers in Quito, Guayaquil, Esmeraldas, Quevedo, Portoviejo, Santo Domingo of the Tsáchilas. The Ecuadorian Red Cross, humanitarian organization, pioneered the initiative of this prevention strategy. The aim of this study was to evaluate the reasons for which people need to be tested for HIV, as well as about changes in behavior regarding its risks, but above all create a law to counter discrimination and stigma towards people living HIV / AIDS….
El Estado Ecuatoriano tiene un gran reto frente a la epidemia de VIH-SIDA que debe ser asumido con firmeza y decisión. En junio del 2001, ciento ochenta y nueve Estados adoptaron la Declaración del compromiso frente al VIH-SIDA, para alcanzar el objetivo del Desarrollo del Milenio: detener y empezar a invertir el curso de esta epidemia que se ha incrementado en un 836% en los últimos años. El VIH SIDA no es un problema exclusivo de salud sino también de desarrollo y de gobierno, que afecta a la estructura social del país, de ahí la importancia de contar con una estrategia eficaz de respuesta frente a la epidemia. En esta tesis se propone algo nuevo e innovador para el Ecuador como es la implementación de los centros de asesoría prueba voluntaria en VIH SIDA en 6 juntas de Cruz Roja Ecuatoriana, Quito, Guayaquil, Esmeraldas, Quevedo, Portoviejo, Santo Domingo de los Tsáchilas, institución humanitaria pionera en la iniciativa de esta estrategia de prevención. El objetivo de este estudio fue evaluar las causalidades por las cuales la gente necesita realizarse el examen de VIH, así como también generar cambios de comportamiento con respecto a sus riesgos, pero sobretodo generar una ley que contrarreste la discriminación y estigmatización hacia las personas que viven con VIH-SIDA…..
