El presente Proyecto Técnico se realizó en el Taller Automotriz del GADM del Cantón Quero durante los meses finales del año 2018 y los meses inaugurales del año 2019; hay que mencionar, que se vieron beneficiadas 20 personas directas al establecimiento. El propósito del proyecto se basa en el diseño de un plan de gestión y manejo de residuos sólidos y líquidos mediante la identificación de la legislación nacional, normativa técnica ecuatoriana, códigos, leyes y ordenanzas de tipo nacional e internacional. Como punto de partida necesaria para el adecuado desarrollo del presente proyecto técnico se realizó el análisis de los procesos actuales de manejo de residuos, mediante la ejecución de un método exploratorio, la observación científica y el uso de la técnica de adquisición de información “Encuesta” con su respectivo cuestionario, cuya confiabilidad fue validada por el método de Alfa de Cronbach. Al mismo tiempo mediante investigación bibliográfica de la Constitución de la República del Ecuador, el Código Orgánico del Ambiente, el TULSMA, las NTE INEN: 2841, 2290, 2288 y 2266 y demás bibliografía de apoyo, se identificó, analizó el marco legal y normativo y se propusieron los lineamientos, guías y procedimientos para la adecuada gestión y manejo de lodos residuales y aceites automotrices usados. El proyecto resalta la importancia de proponer un manejo y gestión adecuada de los residuos generados en los procesos productivos del establecimiento mencionado garantizando la integridad del personal y la conservación de los recursos naturales.
The present Technical Project was carried out in the Automotive Workshop of the GADM of the Cantón Quero during the final months of the year 2018 and the opening months of the year 2019; It should be mentioned that 20 people directly benefited from the establishment. The purpose of the project is based on the design of a solid and liquid waste management plan through the identification of national legislation, Ecuadorian technical regulations, national and international codes, laws and ordinances. As a necessary starting point for the adequate development of this technical project, the analysis of the current processes of waste management was carried out, through the execution of an exploratory method, scientific observation and the use of the technique of information acquisition "Survey" with its respective questionnaire, whose reliability was validated by the Cronbach's Alpha method. At the same time through bibliographic research of the Constitution of the Republic of Ecuador, the Organic Code of the Environment, the TULSMA, the NTE INEN: 2841, 2290, 2288 and 2266 and other support literature was identified, analyzed the legal and regulatory framework and the guidelines and procedures for the proper management of waste sludge and used automotive oils were proposed. The project highlights the importance of proposing an adequate management of the waste generated in the production processes of the mentioned establishment, guaranteeing the integrity of the personnel and the conservation of natural resources.
