El presente trabajo describe y analiza un hecho sucedido en el Ecuador, la aplicabilidad de los artículos 28 y 356 de la Constitución, la cual trata sobre la Gratuidad de la Educación Superior. El estudio de este importante y trascendental tema, inicio con el planteamiento del problema a investigarse, y se ha dividido en seis capítulos. Inicialmente se realiza un breve seguimiento de la situación histórica de la Educación Superior. Se pretendió con esto analizar la realidad actual para, verificar al mismo tiempo si la inversión dentro de la institución se la distribuye de la mejor manera para el mayor beneficio de los estudiantes. En última instancia, por medio de la comprobación de la hipótesis se analiza las posibles causas y consecuencias de la adopción de la esta ley. Para ello se realizó un profundo trabajo de campo mediante encuestas, con un enfoque especial hacia los estudiantes. Dentro de este punto, se determinó el principal problema de la implementación de la Gratuidad, y la percepción que tienen las personas que acuden a estas instituciones sobre la adopción de dicha ley, paralelamente se buscó cuantificar los ingresos y gastos en que incurría la Universidad Técnica de Ambato con este nuevo plan estatal, y la distribución que se dan a los mismo bajo los criterios actuales. Finalmente, se procede a realizar las respectivas conclusiones y recomendaciones, de tal manera, que a más de objetar dicha actitud estatal, se emite un juicio crítico y analítico sobre las decisiones gubernamentales en el sector educativo, creando así una opción de ayuda dentro de tan importante sector, como es lo es la Educación Superior en la ciudad de Ambato.
This paper describes and analyzes an event happened in Ecuador, the applicability of Articles 28 and 356 of the Constitution, which deals with the Gratuity of Higher Education. The study of this important and momentous subject, beginning with the statement of the problem to be investigated, and has been divided into six chapters. Initially a brief follow-up of the historical situation of higher education is performed. This was intended to analyze the current reality for, while verify whether the investment in the institution distributes the best way for the greater benefit of students. Ultimately, by the hypothesis testing analyzes the possible causes and consequences of the adoption of this law. To do a thorough fieldwork was conducted through surveys, with a special focus on students. In this point, the main issue of the implementation of the Gratuity, and the perception people who attend these institutions on the adoption of the law was determined in parallel sought to quantify the income and expenses incurred Technical University Ambato with this new state plan, and distribution that are given to it under the current criteria. Finally, we proceed to perform the respective conclusions and recommendations, so that more than challenge such state attitude, a critical and analytical judgment on government decisions in the education sector is emitted, creating a help option within such important sector, as it is higher education in the city of Ambato.
