La investigación a continuación detallada se desarrolla en el Hospital Provincial General Docente Ambato, considerando como objetivo proponer un modelo de Desarrollo Organizacional que permita la optimización del servicio al usuario del mencionado Hospital, considerando que el tiempo de espera en el paciente era demasiado extenso y claro está tienen que buscar diferentes alternativas o seguir esperando especialmente por la gratuidad del servicio. Cabe considerar que dentro de la consulta externa y emergencia existen aproximadamente 158489 pacientes anuales y es por la mencionada cantidad el tiempo de espera de los mismos, siendo este el cuello de botella del Hospital, considerando la solución mediante una metodología que permita realizar retroalimentaciones para tomar las respectivas correcciones, aplicando una propuesta que en lo posible elimine y mejore la atención al usuario en este caso al paciente del mencionado Hospital.
