RESUMEN Actualmente el Estado Ecuatoriano ha definido como prioritario el sector social y particularmente la salud, enfocado al progreso de la calidad de vida de todos los habitantes. Por lo tanto el proyecto de investigación se ha orientado en brindar un recurso tecnológico para mejorar la atención médica pública en las Unidades de Salud de la Provincia de Tungurahua, con el propósito de garantizar el acceso integral y solucionar las necesidades en los servicios de atención en la salud pública de la población ecuatoriana. Con el desarrollo de las Nuevas Tecnologías de la Información y Comunicación y el impacto que ha generado el avance de la Telemedicina en el ámbito de la Salud, se ha elaborado una Red Privada Virtual, mediante conexiones remotas se consiguió enlazar todos los Centros de Salud con el Hospital Provincial General Docente Ambato para fusionar servicios sanitarios con el objetivo de apoyar y consolidar la Norma del Subsistema de Referencia, Derivación, Contrareferencia, Referencia Inversa y Transreferencia del Sistema Nacional de Salud propuesto por el Ministerio de Salud Pública del Ecuador a través de la Subsecretaria Nacional de Gobernanza de la Salud Pública. ABSTRACT Nowadays the Ecuadorian State has placed priority on social welfare, in particular, focusing on improving the health and quality of life of all citizens within the state. Therefore, the project of investigation has focused on bringing a technological resource in order to better the Public Medical Attention in the Health Centers within the province of Tungurahua with the purpose of guaranteeing integral access and coming up with a solution to the necessities of the public health system in Ecuador. With the development of New Technologies of Information and Communication and the impact that has generated the advancement of Tele-Medicine in the field of healthcare, it has developed a Virtual Private Network, using remote connections will be able to link all the health centers with the Hospital Provincial General Docente Ambato. This development fuses health services with the purpose of supporting and consolidating system reference guidelines, derivation, counter reference, inverse reference, and the transference of the national health system proposed by the Ministry of Public Health in Ecuador through the National Secretary for Governance of Public Health.
