La investigaci?n realiza un estudio te?rico sobre el recorrido hist?rico de la Educaci?n Especial en la provincia del Ca?ar. Para ello parte de una contextualizaci?n pol?tico y social de Am?rica Latina desde la segunda mitad del siglo XX hasta la actualidad y dentro de ellas las pol?ticas educativas. En esta misma l?gica se realiza un estudio en Ecuador, enfatizando en la atenci?n a la poblaci?n de personas con discapacidad, considerada como un grupo vulnerable tradicionalmente excluido. La investigaci?n refleja la transici?n desde el reconocimiento social hasta su atenci?n en las garant?as necesarias para ejercer sus derechos, todo detallado mediante el m?todo hist?rico-l?gico, con el prop?sito de contemplar el surgimiento y desarrollo de la Educaci?n Especial, desde el amplio contexto sociopol?tico influyente de Am?rica Latina, pasando por el an?lisis de normativas y programas nacionales, hasta concretar el origen y recorrido hist?rico de las instituciones de Educaci?n Especial en la provincia del Ca?ar. El estudio de corte te?rico propone contribuir con una recopilaci?n de informaci?n necesaria para comprender las barreras a?n presentes en este ?mbito educativo y reflexionar sobre la intervenci?n del profesional docente en esta ?rea, formado desde un enfoque pr?ctico inclusivo.
The research carries out a theoretical study on the historical path of Special Education in the province of Ca?ar. To do this, it starts from a political and social contextualization of Latin America from the second half of the 20th century to the present, and within them educational policies. In this same logic, a study is carried out in Ecuador, emphasizing the attention to the population of people with disabilities, considered as a vulnerable group traditionally excluded. The research reflects the transition from social recogniti on to its attention to the guarantees necessary to exercise their rights, all detailed through the historical-logical method, with the purpose of contemplating the emergence and development of Special Education, from the broad influential socio-political context of Latin America, going through the analysis of national regulations and programs, until specifying the origin and historical journey of the Special Education institutions in the province of Ca?ar. The theoretical study proposes to contribute with a compilation of information necessary to understand the barriers still present in this educational field and to reflect on the intervention of the teaching professional in this area, formed from an inclusive practical approach.
