El Ecuador y el ALCA: temas para la reflexión (Tema Central)

Description: El artículo analiza los avances de las negociaciones comerciales del Área de Libre Comercio de las Américas. Se sostiene que Ecuador debe tomar previsiones, principalmente dada la dolarización. Falconí plantea un necesario cambio de perspectiva de la política pública y la gestión microeconómica para así generar un régimen especial para los países menores. Se propone también algunas líneas generales de un Programa de Cooperación Hemisférica. Dado que el ALCA podría implicar riesgos para la región, se enfatiza la necesidad de una estrategia a largo plazo.
The article analyses the current state of the Free Trade Area of the Americas (FTAA) negotiations. It is hold that Ecuador should take precautions due to its dollarization. According to the author, both public policies and microeconomic administration should be seen from a different perspective, one which could be capable of creating a special regime for the small countries. A Hemispheric Cooperation Program is also outlined. Since the FTAA could bring about some major risks to the Andean Region, the author emphasizes that a long-term strategy must be envisioned.
