El objeto de la presente investigación, es realizar un breve análisis de la situación de cartera vencida de los impuestos municipales en el cantón, tomando en cuenta sus mecanismos obsoletos y organismos desactualizados, con el que cuenta el sistema de cobros y la base de datos. Como alternativas se sugiere se establezcan nuevos métodos, mecanismos simples, que actualicen no solo las deudas, sino en sí el catastro cantonal, que puedan proporcionar servicios y productos compatibles con la demanda de nuestra ciudad, desestimando la tercerización y ejecutar dicho proceso en las mismas oficinas con el personal del Municipio, para recuperar cartera y también dar mayor y mejor información a los usuarios con respecto a los cobros, datos de catastros e implementando a su vez una nueva cultura tributaria en beneficio de nuestros contribuyentes.
The purpose of this research is to make a brief analysis of the situation of impaired loans, of municipal taxes in the county, as well as alternatives and contrasts with the constant demand for more resources from the municipal authorities. Simplified mechanism and updated not only the debt itself but the cantonal surveying, to recover money and real information in order to maintaining sovereignty in the works and services. In this way the Municipality with its improved internal organization restructured, can provide services and products dismissing outsourcing and execute the process in the same office of the Municipality, to recover portfolio and also give more and better information to users regarding collection cadastral data in turn implementing a new tax culture for our city.
