Leasing público, su proceso de funcionamiento y beneficios de las partes contratantes. El saber cómo se podría llevar en efecto la parte legal de la aplicación en la contratación de los bienes muebles y bienes inmuebles para el Estado, al ser un procedimiento especial de la contratación pública determinado por la Ley Orgánica del Sistema Nacional de Contratación Pública (LOSNCP), entre otras leyes conexas. Revisión de la normativa jurídica, metodología enfoque cualitativo y se explica la figura de la normativa legal del leasing público en el país, identificación de sus aplicaciones y de sus beneficios. Finalmente, se establecen líneas específicas del cómo el Estado ecuatoriano puede contratar aplicando el leasing público de manera legal; y, se logre mayor celeridad en la administración de justicia por lo que se sugiere una reforma al artículo 108 del Reglamento de la Ley Orgánica del Sistema Nacional de la Contratación Pública.
Public leasing, its operating process and benefits of the contracting parties. Knowing how the legal part of the application in the contracting of movable and immovable property for the State could be carried out, as it is a special procedure of public contracting determined by the Organic Law of the National Public Procurement System (LOSNCP ), among other related laws. Review of the legal regulations, qualitative approach methodology and the figure of the legal regulations of public leasing in the country is explained, identification of its applications and its benefits. Finally, specific lines are established on how the Ecuadorian State can contract by applying public leasing in a legal manner; and, greater speed is achieved in the administration of justice, which is why a reform of article 108 of the Regulations of the Organic Law of the National Public Procurement System is suggested.
