The statistics on the part of the managers indicate that the few resources that are assigned to the organizations take advantage of them according to the needs and according to the surveys to the population, it manifests a great part of them, they are lost due to the bad management of the rulers in turn, which cause social, economic and sometimes irreversible damage in developing countries by concentrating and affecting more to the poorest and most vulnerable groups of the population. (Umberto, 2012) What is surprising not only of the parish of San Lorenzo but of the country in general is to continue without the anticipated development and which still do not have the basic essential amenities such as electricity, drinking water, sewerage, roads and infrastructure and schools that encourage the growth and development of families. This scenario is repeated year after year, even calling them to make participatory budget, where the basic needs of the population are first of the urban solved and then if a remnant is will. The research took place in Gad of San Lorenzo surveyed 128 inhabita of the communities of Canduya, Marcopamba, willow and Tambillo Virgin Pamba with a population of 750 inhabitants and where the projects promoted by the vestry are minimal in the year 2017 was employed a methodology which comprised methods, techniques, tools, and bibliographic sources, concluding with the research that there is no an impact on the economic and social fields in the communities as more engaged in the central sector of the parish. Las estadísticas por parte de los directivo señalan que los pocos recursos que se les asignan a las organizaciones se los aprovecha en medida de las necesidades y según las encuestas a la población, manifiesta una gran parte de ellos ,se pierden por el mal manejo de los gobernantes de turno, lo que causan daños en lo social, económico y en ocasiones son irreversibles en los países en desarrollo al concentrarse y afectar en mayor medida a los grupos de la población más pobres y vulnerables. (Umberto, 2012) Lo sorprendente no solo de la parroquia de San Lorenzo sino del país en general es que continúen sin el desarrollo esperado y que no cuenten con los servicios básicos indispensables como energía eléctrica, agua potable, alcantarillado, vialidad e infraestructura, así como centros educativos para el fomento, el crecimiento y desarrollo de las familias. Este panorama se repite año tras año, incluso a los dirigentes les llaman para hacer el Presupuesto Participativo, donde las necesidades básicas de la población primero son del sector urbano y después si queda un remanente van al sector rural. En el GAD de San Lorenzo se han invertido primeramente en lo social con la finalidad de integrar a la Colectividad, pero han descuidado lo económico, porque si bien pasan las fiestas, los agasajos, los homenajes, al día siguiente siguen en lo mismo, pues no hay un desarrollo económico de las familias ni el tan llamado Buen Vivir de los ecuatorianos. La investigación se desarrolló en el GAD de San Lorenzo encuestando a 128 habitantes de las Comunidades de Canduya, Marcopamba, Sauce y Tambillo Virgen Pamba con una población de 750 habitantes y en la que los proyectos impulsados por la Junta Parroquial son mínimos en el año 2017. Se empleó una metodología que abarcó métodos, técnicas, instrumentos y fuentes bibliográficas, concluyendo con la investigación que no hay un verdadero impacto en el ámbito económico y social en las Comunidades pues más se dedican al sector central de la parroquia y solo en el ámbito social.
