An?lisis de las pol?ticas p?blicas sobre formaci?n docente para la Educaci?n Intercultural Biling?e contempor?nea (2007-2021): Una perspectiva desde actores

En el Ecuador, a partir del 2007, con la elecci?n de Rafael Correa como Presidente de la Rep?blica, inicia una nueva situaci?n pol?tica en el pa?s. Uno de los temas que marc? la disputa entre el gobierno y actores del movimiento ind?gena, fue la Educaci?n Intercultural Biling?e. Esto se dio porque el Estado asumi? el control y la regulaci?n del Sistema de Educaci?n Intercultural Biling?e. Conjuntamente con esta reestructuraci?n, se implementaron pol?ticas p?blicas sobre la formaci?n docente para la Educaci?n Intercultural Biling?e. Por esta raz?n, este trabajo de investigaci?n tiene por objetivo principal analizar c?mo las pol?ticas p?blicas implementadas desde 2007 hasta 2021, movilizaron y generaron estrategias de diferentes actores frente a las pol?ticas de formaci?n de docentes para el Sistema de Educaci?n Intercultural Biling?e -SEIB-. La metodolog?a utilizada parte del paradigma socio cr?tico, con la aplicaci?n de un enfoque cualitativo interpretativo y la aplicaci?n de t?cnicas como el an?lisis documental y la entrevista semiestructurada. Los resultados encontrados evidencian que las pol?ticas sobre formaci?n docente se concretan principalmente, en la creaci?n de la Universidad Nacional de Educaci?n con la oferta de una carrera de pregrado en Educaci?n Intercultural Biling?e. El principal reto para desarrollar una pol?tica sobre formaci?n docente para la EIB es la situaci?n geogr?fica y la falta de asignaci?n presupuestaria por parte del Estado ecuatoriano para mejorar la cobertura de la oferta acad?mica. Finalmente, a manera de conclusi?n, se puede establecer afirmar que a?n existe la formulaci?n de normativas o mecanismos para articular la formaci?n docente en territorio y con diferentes instituciones acad?micas y del Estado.
In Ecuador from 2007 with the election of Rafael Correa as president of the republic, a new political situation begins in the country. One of the issues that marked the dispute between the government and actors of the indigenous movement was Intercultural Bilingual Education. This occurred because through the implementation of public policies, the State assumed control and regulation of the Intercultural Bilingual Education System. Together with this restructuring, public policies were implemented on teacher training for Intercultural Bilingual Education. For this reason, the main objective of this research work is to analyze how the public policies implemented from 2007 to 2021 mobilized and generated strategies of different actors regarding the teacher training strategy for the SEIB. The methodology used starts from the socio-critical paradigm, with the application of a qualitative approach and the application of techniques such as documentary analysis and the semi-structured interview. The results found show that the policies on teacher training mainly land in the creation of the National University of Education with the offer of an undergraduate degree in Intercultural Bilingual Education. The main challenge to develop a policy on teacher training for the EIB is the geographical situation and the lack of budget allocation by the State to improve the coverage of the academic offer. Finally, as a conclusion, it can be established that there is still the formulation of regulations or mechanisms to articulate teacher training in the territory and with different academic institutions and the State.
