The continued growth of the city has created residual spaces where the use of the buildings is not compatible with residential neighborhoods or work. Thus, the structures that house these programs begin a process of deterioration and neglect despite being at central locations. In the historic center of Quito it is possible to find several buildings with potential for reuse that could become agents for an active neighborhood life. The old San Lazaro Psychiatric Hospital has the ideal characteristics to provide neighborhoods like San Sebastian, La Victoria and El Panecillo of a space for community activity to complement existing services. The building is chosen not only for the architectural and spatial value but for its potential to revive the limited area between the historic center of Quito with El Panecillo.
El crecimiento continuo de la ciudad ha creado espacios residuales donde el uso de las edificaciones no es compatible con los barrios residenciales o de trabajo. De esta manera, las estructuras que albergan estos programas comienzan un proceso de deterioro o abandono a pesar de las ubicaciones centrales que poseen. En el Centro Histórico de Quito es posible encontrar varias edificaciones con el potencial para ser reutilizadas y que se conviertan en agentes para la vida de barrio. El antiguo Hospital Psiquiátrico San Lázaro tiene las características adecuadas para dotar a los barrios San Sebastián, La Victoria y el Panecillo de un espacio de actividad comunitario que complemente a los servicios existentes. La edificación se elige no solo por el valor arquitectónico y espacial sino por su potencial para reactivar el área de limite entre el Centro Histórico de Quito con el Panecillo.
