The proposal is a training center that would be built in several stages in time. Due to a massive migration caused by the future existence of the City Airport at the outskirts of Quito. The project is divided in five phases according to the necessities and objectives of the population. This Institution is mainly directed at the mining families that work at the garbage center called “El Inga”. This establishment will be a public one, with the objective of generating a social cohesion among the surrounding communities. Nowadays this site is mildly populated, but in the future a heavy affluence is expected. For this reason, the project is divided in five stages of growth according to the community’s necessities. A system of independent plazas is proposed in which several activities can be developed with the objective of reaching a social unity. The reunion area is the most important place of the Project, due to the conflicts that arose over the forced allocation of the city’s landfill at the site. For this reason, the place is chosen where previous reunion had existed with the existing community, more specifically: the church. Furthermore, this becomes the entrance point for the entire project and the plaza system. Training and social cohesion remain throughout the project, in response to the loss education possibilities caused by the nearby landfill. Finally, the money that the municipality gave the community in compensation recently is invested in commerce opportunities for the people; therefore it is self-sustained at the final stages of the project, building each new building as a representation of this growth.
Se propone un instituto de Capacitación, el cual se construye por etapas en el tiempo, debido a la migración masiva que se tiene prevista por la ubicación del nuevo Aeropuerto de Quito. El proyecto se divide en fases diferentes, de acuerdo a las necesidades y objetivos de cada población. La Institución va dirigida principalmente hacia las familias minadoras que trabajan en el Basural “El Inga”. El establecimiento será público con el fin de llegar a la cohesión social de las comunidades cercanas. Actualmente, el sitio no está masivamente poblado, pero en un futuro lo será. Por esta razón, el proyecto se separa en cinco fases de crecimiento de acuerdo con el programa necesario de las comunidades. Lo que propone el proyecto es un sistema de plazas independientes, en las cuales se pueden realizar diferentes tipos de actividades, pero que en su conjunto llegan a crear cohesión social. El espacio de reunión es lo más importante en el proyecto, debido a los conflictos y peleas que se han creado por la ubicación a la fuerza del basural. Por esta razón, se escoge un terreno donde haya reunión de las comunidades, es decir la iglesia. De la plaza de la iglesia es donde parte el proyecto y el sistema de plazas. Se tiene como objetivo final la cohesión social y la capacitación como compensación de la educación perdida por el trabajo en los basurales. Finalmente se plantea que, con el dinero que el municipio les proporciona por compensación del basural y las diferentes actividades opcionales de comercio, el proyecto se auto-sustenta en las diferentes fases, construyendo cada bloque de acuerdo a las necesidades.
